HOUSING DIVISION
The Community Development Department's Housing Division administers various programs that provide monetary assistance for City of Commerce residents, including grants and loans.

HOME IMPROVEMENT PROGRAMS
I am a City of Commerce resident who would like to make major or minor repairs and improvements to my home.  Can the City offer me any assistance to make these type of improvements? 

Yes. The City's Home Improvement Programs are designed for income eligible homeowners and landlords. The programs summarized below on this web page are designed to make minor and major repairs including the correction of dangerous and unsightly problems, such as unsafe electrical wiring, leaking roofs, bad plumbing, peeling paint, aging stucco, window replacement and more.

HOUSING REHABILITATION LOAN PROGRAM:

The Commerce Community Development Commission established the Housing Rehabilitation Loan Program to eliminate blight and preserve the existing housing stock of owner-occupied housing in the City of Commerce.  The program provides loans to income qualified homeowners whose houses are in need of substantial rehabilitation work.  The program is for income qualified homeowners who live within the City of Commerce and who would like to make major repairs to their home. Priority will be given to houses located within the City’s Redevelopment Project Area and/or those with health and safety hazards.  Currently, the City is forming and Interest List for this Program.

NEIGHBORHOOD FIX-UP GRANT PROGRAM:

The Neighborhood Fix-Up Grant Program will cover up to $1,000 of material costs for repairs or alterations which are externally visible from the street.  The types of projects covered through this program include painting, repairing stucco, fence repair, doors, windows, etc.  This program may not be used for any type of interior repairs. Repairs that require permits must have property owner consent.

ENVIRONMENTAL REHABILITATION PROGRAM:

The Environmental Rehabilitation Program offers $30,000 to low- and moderate-income homeowners who live in the "Ayers Residential Neighborhood." This program is intented to mitigate air and noise pollution resulting from the operation of the rail yards and freeways within the City of Commerce.  Residents who are interested in this program should fill out the City's Housing Program Interest List Form that is available below and return it to the Community Development Department's Housing Division.

HOME PRESERVATION GRANT PROGRAM:

The Home Preservation Grant Program is federally funded through the County of Los Angeles' Community Development Block Grant (CDBG) Program.  This program offers grants of up to $10,000 to Single-family, owner-occupied households in repairing and/or replacing windows, roofing, painting and stucco, garage doors, termite abatement, installation of handicapped accessibility to the home and other exterior improvements.  Interested households should fill out the City's Housing Program Interest List Form that is available at the Community Development Department.

SENIOR RENT SUBSIDY PROGRAM:

The Commerce Community Development Commission has established the Senior Rent Subsidy Program to assist the elderly and physically disabled low-income residents with up to $200 of their monthly rent. The Commission has approved funding for 75 eligible households on a first come, first serve basis.

FIRST-TIME HOMEBUYER PROGRAMS:
Available to all income eligible families who either live in Commerce or are moving into Commerce and have not owned a home in the last 3 years. All programs listed below are for home ownership only and are available through the County of Los Angeles Community Development Commission with specific limitations for family income and the purchase price of the home.  The City of Commerce is expecting to establish guidelines for its own First-Time Homebuyer Program and  and will update this web page soon regarding the status City's upcoming Program.

ASSEMBLY BILL 987 - COVENANT INVENTORY:

In accordance with the requirements of AB987, passed by the California State Legislature, a database tabulation describing existing and substantially rehabilitated housing units developed or otherwise assisted with Redevelopment Agency Housing Set-Aside funding for low-and moderate-income households, including units counted to meet inclusionary and replacement housing obligations, is currently availabe for public review.  Please be aware that this is only a listing of affordable housing that has been assisted with low- and moderate-income housing set-aside funding; The list is not a listing of currently available housing.  This database tabulation is also updated annually, as more units are produced.
